Oh, Jien working makes so much sense -- both for all those reasons you mention, and really his mother seems so very very out of it much the time that I can't imagine her holding down any sort of steady job. And he's protective enough of his kid brother that it seems to me that for Gojyo to be as roughed up as he usually is, Jien must be out of the house pretty regularly.
And this is SO WONDERFUL, such sweet happy little brotherly moments but never losing sight of the sadness underlying their lives. Funny, though, it seems like Jijo's wardrobe isn't the only thing Gojyo imprinted on... ;)
